Joe has deep roots in the Bethesda/Chevy Chase/Montgomery County community. As a child, Joe played Montgomery County Recreation football (Bethesda and Blessed Sacrament), CYO basketball (Blessed Sacrament), DC Recreation basketball (Chevy Chase Community Center). All four of Joe's children have been born in Bethesda and all have attended Rosemary Hills Elementary School, Chevy Chase Elementary School, Westland Middle School, and Bethesda-Chevy Chase High School. Joe's children have played a wide variety of sports (Montgomery County Recreation basketball, MSI Soccer, Montgomery County Little League baseball, varsity track, varsity cross-country, and varsity softball) and been heavily involved in B-CC High School theater. As a child, Joe was a member of Cub Scout Pack 52 (All Saints Episcopal Church). Joe's sons were members of Cub Scout Pack 8 (Our Lady of Lourdes) and Joe had an enthusiastic leadership role in the Pack (however, Joe publicly resigned his leadership position when the Boy Scouts leadership refused to change the policy that barred participation by boys with LBGQ parents). Joe served in a leadership role in the Parent Teacher Associations for Rosemary Hills Elementary School and Chevy Chase Elementary School. Joe has practiced law in Bethesda and Chevy Chase for thirteen years. Joe is a member of the Maryland State Bar Association and a past member of the Bar Association of Montgomery County.
